Unacceptable Delays in Continuing Healthcare Assessments

Beacon are becoming increasingly concerned about the impact that delays in completing continuing healthcare assessments are having on some of the most vulnerable people in our society. For most people there are three stages of assessment; checklist (screening), full multidisciplinary assessment, and a decision by the Clinical Commissioning Group. The full assessment process should take no longer than 28 days to complete, from checklist referral through to eligibility decision. As of October 2014 every person who is eligible for continuing healthcare should be offered a personal health budget. The aim of giving people (or their representatives) their own budgets to manage is to promote genuine choice and control over how your assessed care needs are met by providing you with the flexibility to choose your own care provision, within certain boundaries. Over the past ten years Age UK Oxfordshire has provided a free independent specialist information, advice, advocacy and active casework service for individuals and their representatives within Oxfordshire who have received an NHS continuing healthcare (CHC) assessment. This service is open to anybody entering the long-term care system and at any stage of the continuing healthcare process, from initial hospital Checklist through to retrospective reviews covering several years’ worth of care.
